Have you tried U.S. Balloons, 800-285-4000?  I have a 2002 catalog, so don't 
know if they still offer this, but they sell the 16" geos, both blossoms and 
donuts seperately by color, as well as in assortments.  The product # for the 
16" Geo Donuts, sapphire is 403102, 50 count bags.
