Subject: Water Weights

I have always used sand weights, but love the pool decor in the new 
Images Magazine, and it asks for water weights.  I have tried filling 5" 
balloons with water and a funnel, just like with sand, but I can't get 
them big enough.  I know there must be a secret -- what is it???
