I don't 646s much, but I did an arch for indoors for a stage decoration (green and purple). One of the more frustrating experiences of my career! Balloons popping all over -- even though they had been burped and were not fully inflated. Finally, I discovered the best way is to treat 'em like 3 footers that will be outside -- fully inflate, hold for 1 minute, let air out to the desired size. I know it is time consuming and annoying to have to do this to every balloon when you are building a big arch, but I don't know of any other way to create it successfully. Perhaps someone else does.
