The only thing you don't get if you are not staying at the host hotel is the
dinner ticket to Final Night. You can participate in everything else
including helping on sculptures. The reason for IBAC trying to get you to
stay at the host hotel is that they get free space based on the number of
rooms taken. The free space helps keep the registration price down.
