I used to publish an online ezine that was related to my previous business, and found my articles plastered all over the web without my permission. 99% of the time the offender agreed to remove the text and provide a link instead, but there was one person who refused. I contacted her ISP and explained the situation; they don't approve of their clients breaking the law, much less using their local providers to do so (especially the ones who are providing the space for the offender's web site). I would contact this person's service provider, and send them a copy of the emails that have transpired thus far. Since the offender has apparently admitted in the emails that the work is not his/hers, I'm sure their service provider will step in and take action, since it IS against the law. Hope this helps.
