Jaz,
You only need to tie the inside (11") balloon in the Double Bubble.  Take the 
inside neck of the balloon and pull it out to tie around the mono and the 
outside balloon.  As far as retrieving loose balloons on the ceiling - 
yep...we do the same thing, although here in Southern California we call it 
"Goin' Fishin".
