You can easily make a cone for your balloon ice cream with RMS Banners.
You can make stacks of ice cream scoops by using apple twists on a
series of 16" to 36" round latex balloons.  If you use Link-O-Loons for
this stack of ice cream it will be easier to connect the scoops so they
don't fall off.
