Subject: 3' outside

Hi!
I need some advice on outside decor-being in northern Minnesota, I don't do
much of it, so I am wondering what the best way to attach a 3' outside would
be.
It is for a grand opening , and the purpose is to draw attention on a busy
corner, I hope to put it 15-20' up it the air, and also wonder if I do 2, if
they would get too tangled? I'll be doing about 4 or 5 feet of a quad
collar under the 3'. What strength of line should I use, and how much
weight should anchor it? Is there any danger to traffic?
Also, I'm looking at doing a spiral arch or two columns outside the front
doors of the store-will my regular base plates work ok-they are the ones
from Flowers Inc, 50lbs I think- (sheltered close to a building, but
relatively close to a lake-a block or so away.)
And, as usual, this is for this weekend. (I was gone on vacation until last
night when it was requested.)
All of your wonderful experience would really help me out, and thanks to any
of you that can take the time to advise!!
