Greetings Misty:
We frequently put three footers outside. We use 100# mono(fishing) line
works good. We take the line wrap 3 times around the neck of the balloon the
tie the balloon knot. that way nothing slips.
Where ever your going to tie the balloon look upwards in all direction. look
for power lines and stay away from them .  We put the balloon up 50 to 100
feet up so we need to pay attention to the power lines. we go above so the
wind can blow the line into the power lines if not properly placed.
we have not encountered traffic when we pay attention to the power lines.
Weights. we don't use them to tie the large balloons. we use free standing
light poles, cars, building parts, any permanent things that don't move.
