Yes, the ceilings are low and the balloons blow around all the time. Try handing balloons from the ceiling - the "Liberty Belle" has suspended ceilings and I use the braces to tie in air filled clusters. I never do helium on the one deck - sides are open and it is always windy on the water whether the boat is moving or not (they are near a busy I95). Weight the centerpieces down well because they will scamper across the table. If you tell you client that the centerpieces will last longer using air you may be able to convince her that helium is not the way to go. OR you could use the air filled cluster on the ceiling and just drop some curling ribbon to the base and it will look like it is floating - create an illusion.
