Subject: Bar Mitzvah

I have a client who's son is having his bar mitzvah in September, onboard of
a ferry boat. 

My problem is that when I went to "look at" the boat this weekend, I realized
that it had "plastic windows" on the top deck (not to mention only 6'
ceilings) and the bottom deck had ceilings with a height of only about 7'
high.

The problem is that my customer had been set on using helium-filled table
centerpieces.  Ufortunately, with the height restrictions, I am not going to
be able to accomodiate her request.  

Also, I was informed by the boat's captain, that the wind really picks up as
the boat is moving, and they do not allow balloons anywhere on the outside of
the boat and they discourage using them indoor on the upper deck because in
the past they have been "sucked out to sea!".

It is a red, white and blue theme......I was going to try to sell her on
"stationary" centerpieces (an air-filled arrangement), but my questions to
you all is, I was planning on using styrafoam but how could I have it
"weighed down" enough to ensure the centerpieces won't be "blown out to
sea"!?!

Any help, ideas, suggestions..........are greatly appreciated.  
(sorry this is long, it's been a hectic week and it's only MONDAY!)
