Use gingham table coverings or runners.

Order imprinted bandanas to use as napkins - have them folded and placed at
each table setting with instructions to DJ or wait staff  letting everyone
know that they should be worn tied around their necks (pointed side toward
tummy).  

Fill the basket with ordinary, non-perishable picnic items in an attractively
arranged,
basket.  Use things like mustard, catsup, paper plates & napkins, cans of
baked beans, canned potato salad, packages of chocolate chip cookies, cans of
Coke,  OFF, potato chips, Handy wipes, etc.

Sell the client on donating the picnic baskets to a worthy local cause - they
will receive a deduction on their personal tax return and be helping those
less fortunate at the same time.   It will also increase their budget for
additional decor.

Can create a focal point of blue mylar screen with white clouds; sculpted guy
with a chef's hat and apron cooking at a balloon grill and those fabulous
balloon ants lingering around or maybe even giant mosquitoes.
