Don't understand exactly what you need, but have used the following method
many times:  Mount duplicate photos on each side of a piece of Fome-cor, use
a piece of heavy monofilament line at the center top and center bottom of the
Fome-Cor (at least 18" long) and knot the side near the Fome-cor so that it
will not slip out.  Dab  
knot with a speck of cool glue.  Attach the top line to a 3' helium filled
balloon and the bottom to the stair rail or to a weight.
