Eric;

You should probably go to the supplier that you purchased them from- they
will return the balloons for you.  This way, you can let them know you had a
problem with that batch and they can look out for others.  I have been using
Qualatex balloons with very few problems compaired to other brands, but
recently had an 11" bag that was bad, too.  I just threw it out because we
were so busy (shouldn't have done that).  I am sure that it was just a single
bad batch, though.
