Hi float is a wonderful product, and really makes a difference - but only if
it is used exactly right. This is not a criticism of you - more an
observation of the product and the problems that I and many others have had
in the past. So:

1.  Use only the right amount, or perhaps a little less. For an 11" heart I
would use slightly less than the amount suggested for use in a 9" round
balloon.

2.  Hi Float only works when it is completely dry. Until then, it actually
shortens the life of the balloon by adding weight. So:

      a:  Once treated and inflated, peg the balloons individually around
the place so that they get good air flow around each individual balloon
which enables the hi float to dry quickly. DO NOT bunch them or bag them,
cluster them or spiral them.

     b:  Ensure that the environment in which you are letting the balloons
dry is warm (Normal room temp. is fine, or a little warmer) and dry (High
humidity will stop the hi float drying out. Air conditioned environment is
best.)

Once the high float is dry, you can arrange, cluster, spiral or bag the
balloons as you would normally.

If the conditions are such that the high float takes a long time to dry out
fully, you could try clipping the balloons closed after inflation with quick
clips or tying discs. Then, once the balloons are dry, remove the clips or
discs, top up the balloons to replace the helium lost during the time they
were drying and to return them to their full size, and tie normally.

making sure that you follow all of the above should give you the best
results. If you already did all that, then unfortunately I have no idea what
to suggest!!
