There is an easier way that has not been discussed here yet.  If you
have a Michaels, or AC Moore, or maybe even Joann Fabrics or any craft
store, maybe even Walmart.  You are looking for metal Rings (usually
gold colored) that people often use for Macramé or wreaths.  They come
in lots of  sizes 8". 10", up t0 about 36". Use downsized 5" balloons
and wrap them on like your were doing a 4 packed garland or arch.  Stack
them up and attach the layers with rubberbands to hold one layer on top
of the other.  For the mug use a bottom layer of silver, then use the
yellow for the beer then top with silver layer and add a silver garland
handle, and make up bubbles out of garland (to make bubbles use clear
balloons blown up all different sizes make a garland (The messier the
garland looks the better) stuff it inside the top ring layer. add more
balloons just tied onto the clear garland to make the bubble hang over
one or two spots on the top layer.) I hope you understand this.   as for
the bottle do the same with a smaller set of rings.  when you get to the
neck use smaller rings or just make circles of garland, and rubber
cement or rubber band them on.  for the top, use a slightly large layer
of black balloons.  Make a paper label With your son in laws name, or
whatever else you wish to add, I'd even do a paper collar around the
neck of the bottle.  I've tried to do an ascii drawing bellow, I hope it
comes out.

P.S. you could also do these with link o loon balloons, if you know how
to work with them.
