Theresa,
I would recommend Flowers Inc. to you.  I have never had any problems with
them and suspect that their concern is over the large dollar value of your
order.  Yes, it does sound like you have had some problems with them but i
encourage you to hang in there and give them a chance.  They should pull
through for you.  However, if you continue to have problems I would call
and ask to speak to someone that can help you get things worked out.  
While they don't have nearly the selection the Flowers Inc. does, there are
many other companies out there that have good records also with getting
product out quickly and also with good prices.  My personal favorite is
Balloon Room in Ohio and I think that they would be a good one for you to
check out (with where you are located).  Don't have their number handy but
you can call 800-555-1212 and ask for their number.
