cupnstick and add some curling ribbon, that would last a long time for the

If all else fails use the Elmers and regular glitter. It would look cute!
I'm not sure about Elmers on latex, but ya never know!!  Do a test and see 
what happens! :)  I know the spray adhesive works well on latex.
