I have used the Glitter Glue pens (both Elmer's and Crayola) on latex balloons, and the effect is a good one. The problem is that it takes a _long_ time to dry (at least it did in the Maryland summer heat.) Give the balloons a warm, low humidity place to dry, and give them enough time. IF that stuff smears, it looks terrible, and it is _very_ hard to clean off/clean off without leaving an ugly gluey smudge. I guess if you use latex balloons, make sure to give them a dose of Hi-Float. In spite of the drying problem, the glitter glue pens looked quite nice - a lot nicer than magic markers would. If it was me, I'd use the suggestion of a cold melt glue gun, and sprinkle the glitter on the warm glue. That stuff dries a lot faster than the glitter glue pen, and the effect is probably nicer since the glitter is on top rather than mixed in a glue matrix.
