Hope you didn't misunderstand. ?????
You don't tie 4 x 5" to the 11".

Assume your arch line is the top half of a clock face.
9 o'clock is floor level to the left and 3 o'clock is floor level of the
arch to the right.

1. Tie on an 11" HELIUM balloon at 12 o'clock.(this elevates the line)

2. Tie on one air filled 5" balloon at 10 o'clock.

3. Repeat 5" balloon at 2 o'clock.

4. Repeat at 8 o'clock and finally at 4 o'clock.

5. Install the rest of your 11" helium filled latex to complete your string
of pearls arch, removing the 5" balloons as necessary.

The 5" air filled balloons draw attention to your temporarily invisible
line. They'll stop walking INTO it. They won't stop and go around it though.
They duck under.
