You could try tying pieces of brightly coloured curling ribbon at intervals
throughout the line, so that people can see their is something there.  We
also purchased some of those bright orange "mini" coned shaped beacons (is
that what they are called?) from the dollar store.  We place them all around
the area where we are building our arches.  So far, this has helped.  Isn't
it
amazing how people seem to walk right into your work area, even when it
seems to be out of the way from the main traffic area, that's my pet
peeve!!!!!!
