I had a woman a year ago trying to decorate for her parents 50th anniversary. 
 She was very nice and told me she didn't have much money (she wanted to 
spend- I swear $3 per table!!)  Her siblings were not helping her at all and 
she (as usual) had saved the decor for last.  I told her that there really 
wasn't anything I could do for that price and made a few low cost 
suggestions- she ended up wanting a piece of ting-ting (yes, one) coming out 
of something (can't remember what)- I simply told her (very nicely) that I 
would not do it because I didn't want my company associated with something 
like that.  I told her she needed to go to the craft store and make something 
herself- she said she wasn't very creative (really?).  Long story short- I 
think I would just explain to these people what you can do for their budget 
is very limited and unless they want to pay a consultation fee for your help 
and they do the work they should consider another business.  Sometimes it is 
just not worth the worry and trouble- and it sounds like this will be one of 
those bothersome clients if they have already called back the next day asking 
you to hurry.  Just my opinion.
