Once again, you have to take charge!  You are the professional- if you are 
not cofortable doing something, trust me don't do it!!!!  It will cause way 
too much stress in your life.  I'm not saying that you shouldn't challenge 
yourself but it sounds like she wants way more work at time than she is 
willing to pay for.  If she were willing to pay for this you could test her 
theory and either prove her wrong or feel comfortable doing the job.  I have 
only had experience with basic balloon drops although I did my first drop 
with confetti (using Melanie's burrito roll) and it was sucessful.  So I 
can't speak to the technical part of the job.
If the client has given you a budget then you should tell her what she can 
expect to get for the money she is willing to spend-period- the end.  If she 
is having a party for 300 guests she is spending money and she certainly 
doesn't want her decor to be skimpy.  Just my thoughts.
