We did some lanterns several years ago and if I remember correctly, we took 
two clusters of 5 balloons (11" pearl ruby red") and placed them on top of 
each other.  To lock them in place, we took a cluster of 5 - 5" gold balloons 
on the top and two clusters underneath.  Then we hung red tassels from the 
center underneath.  We had some helium filled and some were airfilled and we 
used 16" clear helium filled balloons to lift them.
