Sometimes going back to basics is a good thing. I have used several single 
arches in the back ground and it looks great.  Make the first arch the 
tallest and widest you'll need.  Then make the next one to fit under the 
first with the balloons just touching.  Keep going until you can't make an 
arch.  I've also made this look like a rainbow behind a band - it makes a 
great wall.
