I would recommend trying the following:

Inflate several 6" hearts with air until they are totally inflated, as near as
possible to the burst point.or hold them for a a minute or two. Then release
the air. Now try them inside  the 16". Hopefully this will prestretch them so
that when you put inside the 16" they will not burst. Be sure to helium fill
slightly less than you had air inflated them.

If this doesn't work. Try the geo donut method. I forget whether it is the
regular geo or the blossom, but one of them turned inside out forms a heart
when inflated, while the other forms a mickey mouse type head. Maybe they will
tolerate the situation better.
