This one I know! :-)

Construct a frame using PVC pipe, making a base, a center pole, and use 
T-bars and elbow joints to make the cactus "arms" one on each side of the 
center pole, at different heights. Then just use 4" green latex clusters, 
starting from the base and going up, and out onto the arms. You can use 
green shred around the bottom to cover the base, and even make tissue paper 
to top off each "arm."
