 Diane,

Use aluminum tubing (from ACP).  Make desired size, cut and duct tape.
Cover a little over half with gold or silver metallic paper - loosely
wrapped around and around the frame.  Then finish off with 5" clear latex
quads with iridescent paper inside and tucked around outside the balloons.
Can finish off with #9 ribbon bows (with long tails) where the metallic
paper and balloons meet.
