You fill the latex balloons with sand by use of a funnel.
My initial idea was to PARTLY fill each latex so as not to use too much sand
and thereby introduce a bigger potential risk of damage and mess made from a
torn balloon filled with sand. The balloons won't distort as much either.

However, I like Sye's idea of maybe coating the inside of the balloons with
Hi-Float and having the sand adhere to the Hi-Float for a "full" appearance
without being full. I'd make sure I tested this method first. Anyone out
there ever tried it?

I emphasize that my idea is still just that! An idea. I have not actually
made the hour glass with sand it. If I ever actually "sell" that idea to a
client, you can bet money on me experimenting with with a variety of
techniques and materials before the delivery date rolls around.
