A tip is to use slightly under inflated balloons, but they'll still

I agree with our learned friend from the UK
If your still having trouble with the 5 set try making a four cluster as
usual out of two duplets and tie the 5th balloon to them at the knot
junction. Using your line secure a knot (tying) it to your first cluster
and then holding it ( the cluster) flat on the floor. Bring in the secound
cluster and place it on top of the first. Wrap your line around the cluster
and hold it in place with one hand. Place the third cluster on top and
secure the line to it. Ensure that it will not slip. By this time the
'garland' should be holding up pretty well under the strain, if not repeat
the method for the next teo clusters.
Remember when you make the duplets try tying them together pretty tight and
tie the (third) last balloon in just as tight.
If they are loosely tied in this allows for sloppyness in the cluster and it
can easily 'pop' out of formation.
