You have not explained what you want to do with the Snowflakes, but Bruce 
Walden made some really great Snowflakes for a show in England some years 
ago, but they were VERY big. He used a combination of rounds and 350's I 
think, I know he had a recipe you could always ask him.
If you are looking on a smaller scale, I recently had Balloon Props in 
England, cut me a snowflake in Polystyrene and I covered it in iridescent 
flakes (Jimmy Jems), this made a lovely base for my centrepiece, hope this 
helps!
