As Gina mentioned, the IBAC Official Judge criteria for all competition
categories are on pages 33 & 34 in this year's registration kit.  The
categories listed are exactly as they appear on the judge ballots - no
"surprises".  Don was also correct in his reply regarding delegate voting. 
In the years when delegates could vote, the number of ballots turned in was
very low.  In fact, we had just about the same number of ballots as there
were volunteers and competitors working on the sculptures.  The change to
all official judge voting came from comments that it was a "popularity
contest" and that there was an unfair advantage to those with the most
friends or those who could afford to bring in large crews to help on their
entry.
