I can't readily supply you with a picture, however we've done this simple,
profitable technique for many "characters":

For a witch:  Using a base plate and pole approximately 5' tall, take black,
air-filled, balloons in clusters of 5, decreasing in size from about 12" to
4", as you build up and make like a Christmas tree.  Get the witch head foil
balloon and attach it to the top.  Add some 5" black balloons glued end to
end for arms (about 4 per arm) Maybe put something in its hands in front.
(broom, bat, spider web???)

Have used this to make different characters that a foil is available for.
