Subject: 6 balloon clusters

Good evening all,                                    
What is the best way to work with 6 balloon clusters.
I've done some five and have had a hard time keeping
them down. We wanted to make the tin soldiers pictured
in Images and the one we are looking at uses 6's. Any
suggestions or hints before we start. Do I just twist
3 duplets together? Is it best to do on monofilament
or poles?
