No - it can be done manually. Put the first 5" balloon into the 16" and get
the necks level. Insert you inflator nozzle between the  5" neck and the 16"
neck and inflate the 16" about 2/3 full. Then remove the inflator nozzle
from the 16", and re position it in the neck of the 5". Inflate the 5"
inside the 16". Tie off the 5", but leave it so it "plugs" the neck of the
16" and stops the helium from escaping. carefully put the next 5" into the
neck of the 16", and when you are ready, Push the 1st 5" into the 16" so the
2nd 5" is in position ready for inflation. Inflate it, and tie, and keep
repeating until you have as many 5" in there as you like. Finally, top up
the 16" until it's fully inflated, and tie.
