Rosemarie,
  My first thought would be to try and represent the Church's name eg: is
the The Holy Cross, The Holy Rosary that might help to give you an idea for
a particular icon. Both the cross and Rosary Beads should be 'text book'
construction.
What about the appearance of the church itself, is it recognisable from a
distance because of it's shape? You could try rebuilding it with garlands
inside the church or hall. Dose either have beams to hang garland from, they
are simple but effective.
If your real game you could attempt a white precision wall tith a red design
build in the design.
I'm only relating my thoughts as compared to churches here in Australia.

If the Alter has a cathedral ceiling above it and you can use a fixing point
you might think of building a crucifix of multiple garlands. An impressive
addition for Sunday morning's mass. A huge white crucifix so awesome in size
that they'd never be able to build one in the same position out of any other
material other than balloons would not be forgotten for a while.
The icon of the crucifix is very simple in structure but so symbolically
moving in form for many Christians (even non-Catholics) so if your wanting
to attract a little more attention the church could run a competition  even
raise money for themselves or a charity by asking the visitors to guess the
number of balloons.
200 years is a celebration worthy of ONE BIG SCULPTURE that will leave
everybody breathless.
If you've got any additional information regarding space, budget and usage
someone else on the list may be able to suggest a more biblical oriented
piece of decor.
