A couple of ideas .... not big $$$, yet always impressive as a focal point.

The Roman numerals for 200 is CC. (Roman being the origin of catholicism)
Place a horizontal bar over the top and bottom of the letters and wrap in
either red or white clusters. Wrapping in red & white spiral will look like
a candy stick, so plain colour only.

OR ....

SDS Panels (red latex) inlayed with a white cross. Then foam board numerals
and letters or other signage applied to the surface reading 200 YEARS.
Surround the balloon focal point with artwork done by the school children.
