We have done such a thing many times. It is easy. Start with a stiff rod
maybe aluminum or steel or a 1/4" x 4' wood dowel from Lowe's or Home Depot.
Steel or al. will give you choice of height.  Paint what ever color, poke
into the ground, make a ten pack of balloons. If the balloons are properly
size the ten pack make a nice round ball. attach to the top of the rod.
insert tulle or ribbon.
No helium. The rod hold the balloons in place the wind does not move them
much, the tulle will drift a little.
This looks great and demarkates the walk way.
