if i got your dilemma right, you can use a stiff cardboard backed with a
punched hole in the middle where the neck of you middle balloon will go
through.  bu using this, it will help you balloons to stay in place the
whole time.  then tie the neck which was inserted around a cup.  this cup
will then be inserted into the straw you're going to use.  bend the straw a
little in the middle so that your flower wouldn't be appearing to be on top
of the straw.  you can even attach leaves to the straw using two 260Qs.
