I have a relatively new home-based party business. I have both a business 
license and a tax ID#. The business licenses I have are called a "transient 
vendor" license and also a retail license. These cover me if I do an on-site 
decorating job or just sell party supplies.  You need a tax ID # if you are 
retailing, since you should be charging tax and paying it monthly or 
quarterly.

You're best bet is to get on the phone with your tax offices. Mine were 
patient enough with me to explain everything to me and sent me info. My 
chamber of commerce also had a tax seminar that helped a lot.
