Maybe this will help with the debate over sand weights, we use recycled cola 
cans for our weights.  The flip top is raised straight up and we tie the 
ribbons for the balloons here we put sand in the can and cover the hole with 
duct tape (of course!).  If you are concerned about sand getting out you can 
first place a cosmetic cotton pad (wal-mart) over the hole before securing 
with duct tape.  Then the can is covered with tissue or mylar tie 
coordinating curly ribbon at the top of the can and the excess paper can be 
gathered and trimmed- watch out for those ribbons for the balloons, we pull 
them to the side.   When the remaining paper is fluffed out a flower effect 
results.  Hope this helps.
