I'm a cake decorator, and I've never heard of a cardboard cake.  If you mean
the "dummy cakes," these are made of styrofoam, and iced and decorated with
a special icing sibstitute that's permanent and washable.  I've never known
of any place that sells these already decorated, but you may be able to pay
a decorator to do one for you.
