If I understand you correctly, the best way to do it would be to use a 
"washing line" method, attaching the balloons at the bottom and pulling the 
mono line up like a wash line, attaching balloons and pulling it up, one at a 
time.  Obviously, you have to set up the line in a loop for it to work.  We 
did this successfully from a track around a gym to the bottom floor of the 
gym, and it looked great.
