lead fishing weights would be my suggestion too but I would add some type
of marble stones to cover the weights in the bottom of the vase.  You see
those stones in various colors in bags at most floral supply shops.  

If you can avoid using a cap and stick do.  The ribbons will keep the balloons
in a free flying state rather than straight up.
