I really like Don's idea, but instead of the paperclips, could you
simply tie the balloons onto monofillament line and then tie that to the
column/pole. It would be sort of like a tiny air filled string of pearls
arch, that you lie on it's side to form a complete circle. Seems like it
would work (in theory at least) and would be super easy to remove and dispose
of! As each layer is nestled on top of the previous layer, it would keep
them nice and sturdy.
