After you tape it on to hold in position try tightly wrapping some monoline
around to top, middle and botton to hold it in place.

If the suggestion in problem One works you might be able to tie off onto the
lines wrapped around the pole.

It shouldn't if there are wnough lines wrapped around to hold it up.

As an added suggestion there is a technique used for this situation where
instead of making a full 4 balloon cluster garland which can become verty
bulky around a pillar you might like to make a combination on the garland of
duplet - single - duplet - single - duplet - single .......etc.
This combination allows you to wrap the garland pretty tightly around the
pillar and use just under half the amount of balloons.
When wrapped on the pillar it gives the appearance of a garland and is very
neat. Under some situations it looks better than a full garland.
I borrowed this concept from an Aussie Mate by the name of Roger Danne in
Sydney Australia.
