Here's a thought:
Take a 5" or larger latex balloon in a coordinating color and stuff it into 
the bud vase, neck up. Then inflate it to fill up the vase completely.Tie 
your helium balloons to the neck and snip off the lip or just cver it with 
curling ribbon. Not only will it hold the balloons down, but it will add a 
coordinated color to the vase, assuming that the vase is clear. This would 
probably work witha 160, 260, 0r 350 as well. I think we're onto something
