Subject: Gumballs inside balloons

I think this is a cool (and cheap) idea.  I am wondering about the issue of 
if the child does not remove the balloon coating - aside from the obvious 
fact it would taste NASTY, wouldn't that bit become the same choke hazard 
issue?  I don't know, that is why I am asking.

What are your thoughts on  this?
