Renegotiating an agreement is not "weaseling out." It's a perfectly legitimate practice. If you've built up a following at the store, the manager will realize your worth. But he may ask for something in return, like you can not NOT accept tips. Are you ready for that? Or, it's possible (although unlikely) that the manager will be offended and your relationship will be terminated. I doubt that will happen, but you have to be ready for it. In any case, if they are not willing to pay you, and you're ready to look somewhere where they WILL pay, see if you can get a letter of reference from the manager at your current store (you could still stay on there for tips while working someplace else.)
