I use the Glue Dots for Balloons (#XD51-1101).  Custom (GD-SP) Check out

They are specifically made for balloons.  As you read in my previous post, 
they work great on latex, ribbon material, etc. and of course small dogs's 
paws. :)  I do not find that they work as well on mylars, but, they do work 
with coaxing.  Also, are you glueing the dot to the material without touching 
it?  The oils from your skin can decrease the effectiveness of the sticking
